Special Permit for the Mines

A special permit issued by the Blackstone Legion to certain caravans. Only with this permit can they remain long-term at the Bekmar Transport Station and trade with Squad soldiers.

Its authority is slightly less than a full pass... perhaps Maire didn't want to stir up bigger trouble, so she deliberately gave us a lower-level entry permit. After all, if we're exposed, every merchant here could be dragged into it.
